This is a fanart for a very very very old anime film named : Sango-sho Densetsu: Aoi Umi no Erufii "サンゴ礁伝説 青い海のエルフィ"
A quick review : its a story in a sci-fi setting where there are a group of people are able to breath under water and work their best to protect it from the other humans up on land that are using the Ocean and its resources for their own greedy reasons.
